BPS 2015: in England – RPA to update land information

The RPA has informed the TFA that it will be updating land parcel information on its Land Management System (LMS) using information supplied to it from its digitising and remote sensing services.  This means that the RPA will be comparing what it holds on its LMS against the latest available land information from aerial photography, satellite imagery and the Ordnance Survey.  However, to avoid delay in completing planned reconciliation of BPS 2015 payments and starting BPS 2016 payments, the changes will not be updated on the Land Parcel Identification System (LPIS) until after December 2016.  It will then be used to support the pre-population of forms for BPS 2017.  Unfortunately, despite the TFA’s continued calls for the RPA to do so, it will not be contacting claimants to make them aware of land parcel changes.  However, in some cases claimants may be contacted if the RPA does not believe it has enough information to complete an update from its third-party information.  Members are advised to keep a close eye on their online data to ensure that what is shown accords with the situation on the ground.  Particular attention should be given to ensure that any areas identified as Permanently Ineligible Features (PIFs) or Temporary Ineligible Features (TIFs) are accurate.
